Overlake Phase II

Work on the Overlake Phase II updates and implementation steps continues and includes various items such as the Overlake Wayfinding Study, NE 40th Street Corridor Study, Overlake Village Stormwater and Park Facilities Conceptual Design and updates to the Bellevue-Redmond Overlake Transportation Study (BROTS) Agreement.

The Overlake Phase II policy and regulatory amendment package was adopted by City Council on October 20, 2009. Staff is also beginning work on the 152nd Avenue NE Corridor Study.

Overlake Wayfinding Study

The Overlake Wayfinding Study seeks to expand a successful program from the Downtown to Overlake. The study has many goals, including: enhancing Overlake's pedestrian and bicycle environments; improving linkages to Overlake from other areas; and, making information available to visitors. The sign design has been finalized and sign locations have been identified throughout the neighborhood. Fabrication and installation of the signs is anticipated to be complete by the end of 2009.

NE 40th Street Corridor Study

The NE 40th Street Corridor Study began in March 2009. This street is a significant east-west corridor in the Overlake Neighborhood and the goals of this project include:

  • Improving the corridor for non-motorized modes by identifying improvements both along and across NE 40th Street.
  • Identifying improvements for all modes at the SR 520 interchange to improve safety.
  • Enhancing corridor aesthetics by identifying a corridor design theme, including landscape concepts.

The draft report, including recommended short- and long-term improvements for each segment of the corridor, is under development. Adoption of a final recommendation is anticipated by the end of 2009.

Overlake Village Stormwater

In early May 2009, the City Council approved the hiring of Otak Inc and the Berger Partnership consulting firms, to work on the Overlake Village Stormwater and Parks Facilities Conceptual Design. The Overlake Neighborhood Plan specifies that stormwater management will be handled on a regional basis, rather than a site-by-site basis in Overlake Village. This project, which is anticipated to wrap up by the end of the year, will result in preliminary design for one of two collocated regional stormwater and park facilities in Overlake Village, along with concepts for incorporating low impact development throughout the neighborhood. Project alternatives will be presented at a community meeting on December 9, 2009.

Amendments

Amendments to the Overlake Neighborhood policies and regulations were adopted by the City Council on October 20, 2009. Amendments include updates and clarifications to the neighborhood's phasing regulations, allowed use definitions and more.

152nd Avenue NE Corridor Study

In November or December 2009, the City Council is expected to approve the hiring of a consultant to work on the 152nd Avenue NE Corridor Study. The primary focus area of this study will be the vicinity of Sound Transit's proposed East Link light rail along NE 24th Street and 152nd Avenue NE north of NE 24th Street; however, the entire length of 152nd Avenue NE from NE 20th Street north to NE 31st Street will be considered. A public open house to present corridor alternatives is anticipated in February or March 2010.
